A. Preston Howard, Jr., P.E.,
President
Preston joined MCIC in March 1999. He came to the
Council from the N.C. Department of Environment and Natural Resources
(NCDENR) where he served as director for the Division of Water Quality
since 1992. His career with the Department spans more than 22 years including
managing statewide regulatory programs in environmental protection, overseeing
permitting and rulemaking for industrial and municipal facilities, leading
inspection compliance programs, representing the department to the N.C.
General Assembly, and managing a combined workforce of over 500 state
employees in five Raleigh and seven regional offices.

James M. Kuszaj, Director of Communications
and Legal Affairs
James M. Kuszaj, Ph.D., J.D., is Director of Communications
and Legal Affairs. Dr. Kuszaj has over 27 years of experience working
with a variety of industries on a full range of environmental matters.
Before joining MCIC in February, 2000, Dr. Kuszaj practiced law in Raleigh,
North Carolina where he specialized in environmental legislative and regulatory
issues for fourteen years. Prior to that, he held positions with the Dow
Chemical Company as Manager of Environmental Legislation, Manager of Environmental
Regulatory Affairs, Counsel of Environmental Law and Patent Attorney.
Dr. Kuszaj is a native of St. Louis, Missouri, where he received a B.A.
in chemistry from St. Louis University.He also earned a Ph.D. in chemistry
and a J.D. in law from Wayne State University in Detroit, Michigan.
